Chairman Thomas asked for final action on HB2139

This bill was passed out of House Education, it was brought to the floor and referred back to the Education Committee, to be reworked.  

Representative Sanders introduced an amendment, a proposed substitute for HB2139. He explained the amendment clarifies that the bill applies only to sports officials and is written to address the possibility of amendments that might add other kinds of professions being added, such as bus drivers and health workers.  (Attachment 1)

Revisor Jason Long explained the amendment. The amendment is a proposed substitute for HB2139, the first section makes it unlawful for anyone to abuse a sports official. The second section makes it unlawful to abuse a sports official who is officiating for any activities that are under the guidance of Kansas State High School Athletic Association. 

Discussion ensued.

Representative Estes made a motion to call the question. Motion passed. 

Representative Sanders moved, Representative Estes seconded, to replace HB2139 with the Substitute for House Bill 2139. The Chairman was unsure of the voice vote.  Division was called. 7 voted in favor and 9 opposed. Motion to amend failed. 

Representative Estes moved, Representative Murphy seconded, that HB2139 be tabled. Motion carried.

The Chairman adjourned the Committee at 3:10.
