Providing for the continued enrollment of students who attend a school district of nonresidence pursuant to the school district open enrollment law and authorizing an appeals process for denial of an open enrollment application.

Representative Goetz motioned to pass out favorably SB387. Representative Thomas seconded.

 

Representative Goetz motioned to add contents of HB2514 into SB387. Representative Thomas seconded.

 

Representative Hill motioned to amend HB2514 by revising the timeline for acceptance of applications and including the Senate's open enrollment amendments with revisions. Representative Thomas seconded. (Attachment 1)

Representative Hill closed on his motion. Motion carried.

 

Representative Thomas motioned for an amendment to HB2514 excluding virtual schools for the open enrollment provisions. Representative Estes seconded. (Attachment 2)

Representative Thomas closed on his motion. Motion carried.

 

Representative Johnson motioned for an amendment to HB2514 to authorize any nonresident student who attended a school district of residence in school year 2023-2024 to continue such enrollment. Representative Carpenter seconded. Representative Johnson closed on his motion. Motion carried. (Attachment 3)

Representative Williams motioned for a conceptual amendment to HB2514 to add the language that requires legislative post audit only when requested by the Senate Committee on Education or the House K-12 Budget Committee. Representative Garber seconded. Representative Williams closed on her motion. Motion carried.

Representative Goetz closed on his motion to insert the contents of HB2514 as amended into SB387. Motion carried.

 

 

Representative Goetz motioned to insert contents of HB2506 into SB387. Representative Carpenter seconded.

 

Representative Thomas motioned to amend HB2506 by revising the virtual school state aid statute. Representative Goetz seconded. (Attachment 4)

Representative Thomas closed on his motion. Motion carried.

 

Representative Poskin motioned for a conceptual amendment to HB2506 requiring virtual students participating in Kansas State High School Activities Association activities to meet district eligibility requirements for the district they are participating under. Representative McDonald seconded.

Discussion ensued.

Representative Poskin made a friendly amendment for her conceptual amendment to apply only to virtual students, and not private or home school students. Representative McDonald, who seconded, allowed it.

Discussion ensued.

Representative Poskin closed on her conceptual amendment. Motion failed.

 

Representative Goetz closed on his motion to add contents of HB2506 as amended into SB387. Motion carried.

 

 

Representative Goetz motioned to add contents of HB2717 into SB387. Representative Hill seconded.

 

Representative Thomas motioned to amend HB2717 by replacing the word "any" with "the". Representative Johnson seconded. Motion carried. (Attachment 5)

 

Representative Goetz closed on his motion to add contents of HB2717 as amended into SB387. Motion carried.

 

 

Representative Goetz motioned to add contents of HB2594 into SB387. Representative Thomas seconded.

 

Representative Estes motioned to amend HB2594 by revising the composition of the education funding task force. Representative Thomas seconded. (Attachment 6)

Representative Estes closed on her amendment. Motion carried.

 

Representative Goetz closed on his motion to add contents of HB2594 as amended into SB387. Motion carried. Representatives Winn, Poskin, Ousley, and McDonald requested their "no" votes be recorded.

 

Representative Goetz motioned to add contents of HB2489 into SB387. Representative Estes seconded.

 

Representative Hill motioned to amend HB2489 by authorizing the legislative coordinating council to approve noncontroversial land acquistions. Representative Thomas seconded. (Attachment 7)

Representative Estes motioned to amend HB2489 by authorizing school districts to sell an attendance center through public auction prior to the legislative option to purchase. Representative Goetz seconded. (Attachment 8)
