Representative Estes motioned to amend HB2489 by giving school districts clear authority to dispose of a building if the legislative process does not occur and by requiring school districts to not refuse business to sell, lease, or convey interest in a building or property to a prospective owner or lessee solely because the prospective owner or lessee may use or intends to use the building or property as a nonpublic school building. Representative Goetz motioned to remove the Governor’s recommendation for a step progression of increases of $74.8 million SGF per year for FY 2025 through FY 2029 for additional Special Education State Aid and add $75 million SGF and designate $2.5 million ARPA funds of the 4 million allocated to the e-rate program for a total increase of 77.5 million for special education for FY 2025 and adding language making the $75 million SGF increase in special education funding for FY 2025 contingent upon the passage of the contents of HB2738. Representative Schmoe seconded.

Representative Hill motioned to delete $3.0 million SGF for the Mental Health Intervention Team (MHIT) pilot program in FY 2025. This leaves a total of $13.5 million in the fund for FY 2025. Representative Johnson motioned to add language requiring school districts to use $1.9 million SGF of Professional Development State Aid for Science of Reading training or math improvements for FY 2025. Representative Thomas seconded. Motion carried.
Representative Estes motioned to add language requiring $1.0 million SGF of the Mentor-Teacher fund be used for funding mentor teachers who are targeting the Science of Reading in grades K-5 for FY 2025. Representative Johnson seconded.

Representative Thomas motioned to add language requiring that the School Safety and Security Grants fund only be used for a pilot program with Zero Eyes to add software to existing cameras to identify guns within schools for FY 2025, require the State Board of Education to select the school districts for the pilot program, and require KSDE to submit a written report on the pilot program’s progress to the House committee on K-12 education budget and the Senate committee on Education by January 15, 2026. Additionally, delete current proviso language which states that school districts will match the grant $1 for $1 for FY 2025. Rep Schmoe seconded. (Attachment 10)
