Minutes for SB553 - Committee on Financial Institutions and Insurance

Short Title

Permitting a plan sponsor to authorize electronic delivery as the standard method of delivery of all plan documents and health insurance identification cards made to health benefit plan covered persons covered by a health benefit plan.

Chairperson Longbine opened the meeting by welcoming members, staff and visitors.

He opened the hearing on SB553 and called upon Eileen Ma, Assistant Revisor, Kansas Office of Revisor of Statutes (ROS), who presented the Revisor's Memorandum brief on the bill and stood for questions.  There were none.   (Attachment 1)

 

Andrew Wiens, Executive Director of Kansas Employers for Affordable Healthcare (KEAH) provided oral proponent testimony.  KEAH supports the bill because of the benefits that could arise for employers who take advantage of the electronic communications option.  SB553 has the potential to lower administrative overhead, streamline communications, and meet insured members where they are most comfortable.   (Attachment 2) 

 

The Chairperson pointed the committee's attention to the written-only proponent testimony by:

Sunee Mickle, Vice President, Government and Community Relations, Blue Cross Blue Shield of Kansas, Inc.  (Attachment 3)

William Wilk, Senior Director of Government Affairs, Kansas Chamber   (Attachment 4) 

 

No opponent testimony was submitted.

 

Tara Mays, Vice President State Legislative Relations, Kansas Hospital Association presented oral neutral testimony, (Attachment 5) and (Attachment 6)

 

Seeing no other questions or comments, and no other proponent, opponent, or neutral testimony was submitted at this time, Chairperson Longbine closed the hearing on SB553.

 

The meeting adjourned at 9:50 am.  The next scheduled meeting is 9:30 am, Wednesday March 20, 2024, in Room 546-South of the Capitol.
