Chairwoman Warren opened the hearing on SB244.
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 5)
Stephen Owens, Kansas Senator, District 31, spoke in favor of the bill. He stated this bill is a trailer bill to the veto override of (2024) SB473, which created a requirement that defendants pay a 10% bond premium with 5% required to be paid at the time the bond was posted. Unfortunately, there are compensated sureties not following the letter of the law. This bill should fix that dilemma. (Attachment 6)
Shane Rolf, Vice President, Kansas Bail Agents Association, testified in support of the bill. He stated to ensure bonding companies across Kansas comply with the intent of the legislation passed and enacted last year, he urges passage of SB244. (Attachment 7)
