Chair Kelly opened the hearing on HB 2189, recognized David Wiese, Assistant Revisor of Statutes,(remote) who briefed the committee on the bill, (Attachment1) Question and answer period followed.
Chair Kelly recognized Melissa Renick, Assistant Director for Research, who provided a Kansas Legislative Research Department document to committee members and briefed on Pay Day loan lending and Uniform Consumer Credit Code and Interest Rates (UCCC), (remote), (Attachment2).
Neutral - Chair Kelly announced that the order for today's meeting would be a little different, Mike Enzbrenner, Deputy Bank Commissioner, would present neutral testimony / information from a "regulators" stand point as it applies to the Payday loan industry. Mr. Enzbrenner provided information on Payday Lending under the Uniform Consumer Credit Code (UCCC), (Attachment3). Note - Mr. Enzbrenner introduced several OSBC work associates that accompanied him to the committee meeting - Matt Shoger, Jim Payne, and Melissa Wangemann. Question and answer period followed.
