Establishing the Kansas pesticide waste disposal program and permitting up to $50,000 to be transferred annually from the Kansas agricultural remediation fund to a new Kansas pesticide waste disposal fund.

Chairperson Kerschen opened the hearing on HB2103.

Tamera Lawrence of the Revisor of Statutes Office explained the bill.

Kelsey Olson spoke in support of the bill.  She believes that this bill will facilitate the proper disposal of unwanted pesticides by reducing the financial burden associated with the disposal.  It will also reduce the human exposure risk by having the waste pesticides packaged and shipped by professionals.  In addition the bill will allow this important public service to continue without creating an additional tax burden on the public.  (Attachment 3)

Abby Goins testified in favor of the bill.  She told the committee that the bill would allow the remediation fund to allow annual transfers of up to $50,000 from the remediation fund to be used to fund a Pesticide Waste Disposal Program. This program would help pay for the safe collection and disposal of pesticide waste materials from any source and would be managed by the Kansas Department of Agriculture.(Attachment 4)

Shahira Stafford spoke in support of the bill.  She explained that members of the Kansas Cooperative Council feel that helping pay for the safe collection and disposal of pesticide waste materials is a valuable use of their dollars.(Attachment 5)

After a brief discussion, Chairperson Kerschen closed the hearing on HB2103 and adjourned the meeting at 9:05.
