Chairperson Owens opened the hearing on SB408.  Natalie Scott provided an overview of the bill and stood for questions. (Attachment 5)

Eric Stafford testified in support of the bill.  He stated this bill would create a consistent statute for mail theft across the state of Kansas and would extend protections to all types of mail, regardless of the delivery location, or what type of carrier delivers it - further protecting residents. (Attachment 6)  Mr. Stafford stood for questions.

Ed Klumpp testified in support of the bill.  He stated that covid has driven an increase in mail order home supplies.  Even without covid, the younger generations are turning more to internet purchasing and the elderly are relying more on home deliveries.  This is driving up the number of deliveries making this crime the new wave of thefts because of the open accessibility of these targeted deliveries. (Attachment 7)  There were no questions for Mr. Klumpp.
